What style best makeup look is it?

Currently, I am black, but I plan to go blonde! The only thing is I'm not tannest person at the time, being the middle of winter and everything, so I was just curious to know how I could my makeup when my hair is blond and Do not look so washed out. I know you probably should wear sunscreen, but what other makeup tips I can use?

I just want a bit of sunscreen (which does not seem wrong), with very pale pink / peach blush. Mascara and eyeliner are a must, and blue or brown eyeliner is best, depending on your eye color. The gold and teal eye shadow looks great and fair. Hope this helps:) good luck.
