Is there a tool in Adobe Photoshop Elements to tint a color, rather than the color of it? As shadows adding?

I was wondering if there was a tool in Adobe Photoshop Elements to simply add color, as opposed to the coloration. I know you can select something, then adjust the hue, but I'm looking for kind of "sponge on something. I have a picture of someone does No makeup, and I want to make it look like they wear eyeshadow, I'm looking for a tool to just touch a tint parts of an image. Anyone? : – / Thanks! I had no idea of adjusting the opacity could do it! You rock!

You should be able to do with the brush tool and set the opacity on the brush down. Or you can simply select the area to be stained and a bucket of paint used on the selection, by lowering the opacity. Hope this helps!
